The bills were passed in the absence of opposition Congress and INLD MLAs as they had either been "named" by the Speaker for unruly behaviour or had walked out from the House.
The bills were the Haryana State University of Horticultural Sciences, Karnal Bill 2015, the Haryana Gau-Seva Aayog (Amendment) Bill, 2015, the Haryana Private Universities (Amendment) Bill, 2015, the Indira Gandhi University, Meerpur (Amendment and Validation) Bill, 2015 and the Haryana Panchayati Raj (Second Amendment) Bill, 2015.
While moving the Haryana State University of Horticultural Sciences Bill, Agriculture Minister O P Dhankar thanked Prime Minister Narendra Modi for making a provision of Rs 50 crore in the Union Budget for setting up a horticulture university in the state.
On Gau-Seva Bill, the Assembly was informed that Gau-Seva Aayog was constituted for the purpose of preservation, welfare and development of cow species in the state.
In view of the increasing work to be undertaken by the Aayog, especially after the passing of the cow protection law recently, 12 non-official members would not be sufficient to look after this work and hence increase in number of members from 12 to 16 is being proposed, the Assembly was informed.
