Haryana govt didn't spend Rs 730.17 cr of approved outlay: CAG

Pointing outs shortcomings in Plan estimates, government auditor CAG has found Haryana government not spending an approved outlay of Rs 730.17 crore during 2012-13.
The Comptroller and Auditor General (CAG) also found that a sum of Rs 106.61 crore in 33 schemes remained unspent despite these funds were included in approved outlay and revised outlay.
In its latest report on state finances for 2012-13, CAG said: "A total of 88 schemes with an approved outlay of Rs 730.17 crore included in approved plan for 2012-13 were not implemented."
Among 88 schemes for which funds were earmarked included agriculture, horticulture, land records, road transport, science and technology, environment, renewable energy, tourism etc, as per the report.
It also pointed out that the government also made a provision of Rs 106.61 crore for schemes like construction of SYL project (Rs 10 lakh), extension of medical college, Khanpur (Rs 40 crore), Rajiv Gandhi Aawas Yojna (Rs 19 crore) among other schemes.
"Provision of Rs 106.61 crore was made under 33 schemes in approved outlay as well as in revised outlay, but no expenditure was incurred during the year 2012-13," it added.

The Plan expenditure of Haryana for 2012-13 was assessed at Rs 14,500 crore while the actual expenditure remained at Rs 13,931.48 crore which was less than the projections.
CAG further said that eight new plan schemes with a provison of Rs 76.91 crore were included in revised estimates during 2012-13 but the schemes were not implemented.
Among these schemes, major ones included grant in aid to HUDA for development of NCR satellite around Delhi (Rs 28.65 crore), regional rapid transit system (Rs 12.50 crore), establishment of national law university (Rs 5 crore), support from state government for PPP projects for UHBVN and DHBVN (Rs 7.74 crore & Rs 7.54 crore) and reduction in infant mortality rate (Rs 12.22 crore), as per the report.
