Haryana govt passed Panchayati Raj Bill in 'haphazard manner':

Opposition Congress today criticised the BJP government in Haryana for allegedly passing the Haryana Panchayati Raj (Amendment) Bill, 2015 in a "haphazard manner" by withdrawing the Ordinance on September 1.
"The validity of an ordinance is six months but the BJP government, in a haphazard manner, withdrew Haryana Panchayati Raj (Amendment) Ordinance, 2015 on September 1 on the eve of commencement of the Vidhan Sabha session on September 2," Kiran Choudhry, Leader of the Haryana Congress Legislature Party (CLP), said.
She said that if the intention of the government was clear it should have laid the ordinance on the table of the Assembly for discussion on September 2 but it was withdrawn.
Continuing further, she said in a statement here that "according to government instructions, it is mandatory to issue notice for even extra-ordinary gazetted notifications before 2 pm for its publication the same day. There are doubts if the government followed the procedure.
"A petition had been filed in the Punjab and Haryana High Court against the said Ordinance under which the state government has set the criteria of educational qualification for those wanting to contest the elections to the Panchayati Raj institutions.
"It seems that on the one hand BJP government wanted to enforce its own agenda through amendments which serves their purpose to declare PRI polls immediately after the session, on the other hand, the government will file its reply in the Punjab and Haryana High Court stating that it has withdrawn its notification which was challenged in the court, hoping that the court will close the matter.
