Haryana govt simplifies mutation fee

Haryana Cabinet, which met under the Chairmanship of Chief Minister Bhupinder Singh Hooda here today, proposed fixing a fee of Rs 200 per mutation.

Besides, an amount of Rs 50 per mutation would be charged as service charges which would be deposited in the District Information Technology Society (DITS) at the district level, an official spokesman said.

It was also decided that necessary instructions pertaining to service charges would be issued separately.

The present mutation fee structure entailed payment for every Khewat (land in revenue record) which were sometimes more than one. This put a very heavy burden on a farmer. Now with this simplification, a farmer will be required to pay only Rs 200 plus Rs 50 (IT service) irrespective of the Khewats involved as the mutation.

It also gave ex-post facto approval to the decision of the Government to remit 1.5 per cent stamp duty chargeable under Indian Stamp Act, 1899, in respect of instruments executed by the agriculturists in favour of any commercial bank for securing loan.

This would provide immense relief to the farmers of the state and comes as a bonanza for the farmers, the spokesman said.

The cabinet also approved a new Stage Carriage Permits Scheme.

The services on the routes included in the scheme will be provided by Haryana Roadways in partial exclusion of others and the rest of the area or routes would remain exclusively reserved for Haryana Roadways.

The number of permits to be granted to private operators on these routes has been specified keeping in view the passenger transport demand.

As many as 3519 permits would be offered under the scheme on 1017 routes.

Only the routes having originating and terminating points in the State and not connecting two district headquarters have been included in the scheme.

The Cabinet also approved the proposal of the Mines and Geology Department to amend the Haryana Minor Mineral Concession, Stocking, Transportation of Minerals and Prevention of illegal Mining Rules, 2012.
