The lawyer of the 1987-batch officer S N Roy, however, denied the charges alleging the complainant was only trying to "blackmail" his client.
In a complaint filed with the police, the Panchkula-based woman alleged that Roy, the Principal Secretary of the Urban Local Bodies Department, had "established physical relations and promised to marry me. He also kept me at his official accommodation alloted to him in Chandigarh."
A video went viral today where the IAS officer is purportedly seen dancing with the complainant.
The woman said she met him for the first time in 2008 when she had been pursuing her divorce case against her husband and the IAS officer helped her in the case.

"The officer also told me that he was a divorcee and living a lonely life. Thereafter, he became friendly with me and started meeting me frequently...," she claimed.
The woman claimed when she pressed for marriage the officer "kept dilly-dallying".
"During this period, I also underwent an abortion. After he refused to marry me, I decided to lodge a police complaint against him, but the police refused to register an FIR in February this year as the matter pertained to an influential person," she claimed.
"There is no truth in the allegations levelled by the woman. She is only trying to blackmail the IAS officer and trying to extract money. My client is being trapped under a conspiracy by some vested interests," the lawyer said.
The woman said she had then brought the matter to the notice of state police chief. On her request, Haryana DGP Yashpal Singhal referred the case to the Inspector General of Police, Chandigarh, where the alleged incident took place. However, no FIR has been registered yet, the woman said.
According to a Haryana government release, the IAS officer has been asked to go on leave.
Asked about the incident, Chief Minister Manohar Lal Khattar said he would look into the allegations and proceed further in the matter as per law.
