The activists, led by state president Kusum Sharma, also submitted a memorandum to the Haryana Governor asking for the imposition of President's rule in the state in view of the "worsening law and order situation."
While claiming that Hooda had no moral right to continue, she said he should tender his resignation.
"Incidents of crime against women surfacing back to back in the state has proven that the Congress government has completely failed to provide crime free atmosphere to the public.
"That's why, not only women but also men are feeling insecure themselves and waiting for the next polls to oust the Congress from power," Sharma alleged.
The protesters started their rally at Mansarover Park and marched towards Hooda's residence, shouting slogans against the Congress government. They were, however, intercepted by police at Ashoka Chowk.
