A bench of Chief Justice N V Ramana made the remark while dismissing the petition which had sought that law be made making it mandatory for vehicles to put a sticker "do not honk" at the rear.
The bench said "unfortunately, we are not teaching civic sense to the citizens. This is the problem with this country."
It, however, dismissed the petition while also telling the petitioner, advocate Vishnu Langawat, "so suppose a sticker is put on the vehicle, people will not honk?"
