HC dismisses PIL seeking CBI probe into Mathura clashes

The Allahabad High Court has dismissed a PIL filed by a BJP leader seeking a CBI probe into the Jawahar Bagh incident in Mathura, terming it "frivolous and mischievous".
It has also imposed the cost of Rs 25,000 on the petitioner.
A vacation bench of justices Shree Narain Shukla and Suneet Kumar passed the order yesterday on a Public Interest Litigation filed by Indra Pal Singh of Azamgarh district who claims to be a BJP spokesperson and a social worker.
The court also rebuked the counsel for the petitioner, Ashok Pandey, in strong words and recommended to the Uttar Pradesh Bar Council to initiate disciplinary proceedings against him.
"Having due regard to the contents of the plethora of petitions drafted and filed by Shri Pandey and the averments made therein, we are, prima facie of the opinion that Shri Pandey is incorrigible. Despite strictures and orders passed against him by the court on several occasions, Shri Pandey has shown no remorse or regret.
"It would, therefore, be in the interest of justice that the matter be referred to the Bar Council of Uttar Pradesh to initiate disciplinary proceedings against Shri Pandey to adjudge his suitability to continue practice as an advocate," the court said.

It directed the Registrar to send a copy of the order to the Bar Council Chairman along with another order passed on another petition.
The court expected the council to conclude the inquiry within three months.
"The council shall pass an order on merit without being influenced by the observations made in this order," it said.
