When it came up for hearing today, a division bench comprising Justices Huluvadi G Ramesh and R M D Teekaa Raaman directed the Additional Solicitor General to get instruction from the Union Government.
Petitioner V Anbazhagan submitted that Maharashtra Governor Ch Vidyasagar Rao was holding additional charge of Tamil Nadu for the past seven months and hence there was no "effective administration of the executive."
He alleged that political situations were not properly handled as most of the days the Governor In-charge was actively participating in the administrative and executive work at Maharashtra.
These posts, to which appointments are made by the Governor, remained vacant because of the absence of a full-time occupant in the Raj Bhavan, the petitioner said.
