HC sets right ambiguity in Teachers Recruitment notification

Setting right an ambiguity in the Teachers Recruitment Board notification for recruitment of 1,093 lecturers in Tamil Nadu, Madras High Court has said the teaching experience shall be determined in accordance with the qualification acquired by an aspirant as per UGC rules.
Justice D Hariparanthaman, before whom a plea opposing a key change in the calculation of teaching experience of lecturer-aspirant came up for hearing, asked authorities to follow the process being followed for about 25 years now.
The first phase of the two-stage lecturer recruitment involves award of two marks each for each year of teaching experience, subject to a maximum of 15 marks. For academic qualifications too varying marks were awarded. While a Ph.D. could fetch you a maximum of nine marks, for M.Phil with SLET/NET a maximum of six marks is allotted. Interview carrying 10 marks will be held in the second phase.
After the present notification was issued in June this year, a correction was inserted in it, stating that the work experience will be calculated from the date the particular qualification is acquired. For instance, if he is a Ph.D holder, then marks will be awarded only from date he had acquired the qualification and not before that.
A petition was filed by A Chandrasekaran opposing this.
When the matter was taken up, additional government pleader P Sanjay Gandhi informed the court that the new condition had been withdrawn.
Taking note of the submission, the judge then pointed out that the TRB notification did not contain clear guidelines on award of marks for experience. To set right this ambiguity, the judge said experience would be counted from the date a teacher acquires the requisite qualification as per UGC rules.
