Justice S A Bobade and Justice Mridula Bhatkar also directed the police to take independent action in accordance with the law.
The Collector too has been directed to take action on the police report.
The bench was hearing a petition filed by a family seeking action against members of Sheetal Jogging Association, a laughter club, for gathering near Sheetal Talao in suburban Kurla and laughing loudly every morning causing mental agony, pain and public nuisance.
The Court had earlier asked police to inform about the action they planned to take to restrain the Laughter Club from becoming a nuisance to the people in the area. They had asked the police to probe the complaint alleging that the Laughter Club had become a nuisance.
In keeping with the Court's directive, police had made a survey to find out the activities of the Laughter Club. It has now been directed to submit a report to the Collector.
The petition said that every morning members assemble at Sheetal Talao at 7 am and sing bhajans and clap loudly.

"This is followed by loud and vigorous spells of laughter. They laugh at the top of their voices, every member encourages others to laugh to their heart's content", the petition, filed by 78-year-old Vinayak Shirsat, his son Shreeram and his daughter-in-law Deepti, submitted.
The judges had remarked "the police must solve this problem. It is causing unnecessary headache".
