The document reflects party's aim of achieving a "corruption-free and self-reliant state with green economy, transparent governance and protection to vulnerable sections," said HLP president Maheshwar Singh.
He said other key sectors like education, health, roads, drinking water, irrigation, horticulture, agriculture, tourism and environment protection will also be party's focus areas to attain a balanced and uniform growth for the state.
Singh claimed HLP will play a crucial role in the coming Assembly elections and will emerge as a "main player" in state politics.
He also backed the demand for a strong Lokayukta to curb corruption in the machinery and called for strong measures to deal with the menace at all levels.
The party will release its manifesto for assembly elections by end of this month, he added.
HLP was floated early this year by a group of rebel BJP members, who had quit the party alleging corruption in state government's functioning.
