The medical college, being set up in the memory of famous astronaut Kalpana Chawla, would be completed within 25 months, said Hooda.
Drawing a parallel between former prime minister Indira Gandhi and the Karnal born astronaut, Hooda said both the women brought laurels to the nation.
"While Indira Gandhi earned international fame for various path breaking initiatives and empowering the country, similarly, Chawla also brought laurels to the state and the country. Kalpana was born and educated in Karnal so no other place could have been appropriate for this big project," he said.
November 18 is an appropriate day for launching this mega project, as on this day Chawla took first mission to space and next day Gandhi was born, he said.
The College will have 500 bed hospital, OPD, maternity hospital, emergency, hospital block, nursing college, auditorium, animal house and other advanced facilities.
The Medical College, having excellent teaching, training and patient care facilities, will be constructed over an area of about 43 acres and initially it would have intake capacity of 100 MBBS seats, the chief minister said.

The construction of the Medical College and Hospital will be done by Hospital Services Consultancy Corporation, India Limited. The provision for incorporating future expansion of speciality hospital unit and bed capacity expansion has been provided in the master plan.
"From 1966 to 2005, no medical college in Government Sector was set up in the state as the only Medical College of Rohtak was set up prior to the carving out of Haryana as a separate state," he said.
The state government has provided Rs 105.50 crore in the current financial year for the Medical College, Hooda said.
This will be the fourth Government Medical College being set up in the state since 2005, Hooda said.
