Nagpal told the House that the first medical college under the corporation at the Hindu Rao hospital will start enrolling students from the next academic year. The Leader of the House told the members that the coming year will see construction of 161 km long roads, 20 parks and ten community halls. Nagpal also demanded that the Union Government increase the monthly salary of councillors. "The councillors must receive at least Rs 30,000 per month. Even Union Home Minister Sushil Kumar Shinde agreed with us when we met him with this demand. Now, the Centre must do something about this," he added. After protests by the Opposition, amendments for increasing expenses available to Leader of the House, Leader of the Opposition, Mayor and Chairman of Standing Committee for daily operations were taken back. "This hike is a waste of public money," said Mukesh Goyal, Leader of the Opposition. "We will not allow money of taxpayers to be squandered in this manner," he added. In response, Nagpal agreed to take back the proposed hike. "I take it back," he said. Another amendment to spend Rs 70 lakhs on tours of members of the body was passed by 46 votes to 21 after opposition members demanded that it be put to vote. He also voiced opposition to the proposal appointing ten marshals during the sessions and committee discussions but did not ask it to be put to vote. The beginning of the budget discussion also saw some heated exchanges between the leader of the House and the Opposition members. While Nagpal complained about Delhi government not providing enough funds to the corporation, Goyal expressed his displeasure about not being provided the latest data about activities of the corporation. "I have written several letter to the commissioner but to no avail," Goyal said. Intervening in the matter, the mayor asked him to submit a letter to her. "If you had informed me about this earlier, I would have taken some action," she told Goyal. Meanwhile, Nagpal lamented about lack of funds available with the corporation. "The DDA has to give us 131.75 crore, Delhi University 76.49 crore, NDPL 20.27 crore among others but there has been no forward movement on this front. The government is also interfering in works of the corporation and has taken over the work of development of Chandni Chowk," he said during the budget speech.
