Himachal Pradesh Chief Minister Jai Ram Thakur today directed all the departments concerned to work in coordination and ensure that all the codal formalities regarding allocation of works for construction of roads and bridges were completed within stipulated time.
He also directed that the works allocated to executing agencies be completed within 51 days.
Presiding a review meeting of the Public Works Department here, Thakur said that e-tendering must be ensured for speeding up the process of allocation of projects and ensuring transparency in allotment and expediting the process on awarding the works.
He stressed the need for proper coordination between Public Works, Revenue and Forests Departments for speedy clearance from Forests department and asked the officers concerned to adopt a pro-active approach.
"It has been observed that delay in Forest clearances was one of the major bottlenecks for commencing work on road and bridge projects and as such the state government would also take up the matter with the Union government to expedite forest clearances," he said.
Thakur said that regular monitoring and inspection of roads and bridges constructed under NABARD and Central Road Fund was imperative for ensuring quality work and for this, standard quality parameters should be laid down.

He said the responsibility of the defaulters must be fixed and strict action taken against the person.
He said that civil and electrical works should be carried out simultaneously for ensuring timely completion of projects and cautioned that laxity of any kind would not be tolerated and strict action taken against the defaulters.
The Chief Minister said the state government has set a target of construction of 600 km new motorable roads, providing cross drainage facilities on 750 km road length, metalling and tarring of 1,100 km roads, construction of 35 bridges and providing road connectivity to 40 villages during the current financial year.
He asked PWD officers to identify black spots during the construction of roads so that possibility of road accidents could be minimised.
He said that out of 90 black spots identified in the state, 58 had been rectified and work on remaining black spots was in progress.
He said thatout of the 69 new National Highways with total length of 4,312 km, letter of acceptance has been issued in respect of 53 National Highways and tender based estimates regarding five national highways has been sent to Union Ministry of Road, Transport and Highways.
The state government has allocated Rs 200 crore for maintenance and repair of roads in the state besides additional funds amounting Rs 50 crore have been provided for drainage facilities on the roads, Thakur said.
