After Question Hour, Congress members were on their feet, demanding registration of FIR against Jai Prakash Associates Limited (JAL) for violation of environmental norms in setting up thermal plant at Bageri in Nalagarh area of Solan district.

Leader of Opposition, Vidya Stokes said her party would not participate in debate in the House until chief minister gave assurance that FIR would be filed against JAL, and staged a walk out when no assurance was given.

Condemning the walkout, Chief Minister Prem Kumar Dhumal said it was third day of session and the Congress has staged walkout on three consecutive days which clearly shows that it was not interested in debate.

The chief minister said Special Investigation Team had been constituted by the high court which has been asked to submit a report by December 31 and until then no FIR could be lodged.

Defending the role of the government over JAL, Dhumal said the government had recovered tax of Rs 60 crore from the company and tried to recover the cost of public land given to the company, allegedly free of cost by the previous Congress government.

He said high court had slapped a fine of Rs 100 on JAL for violation of environmental norms and other irregularities.
