The protesters led by state Congress chief Ashok Tanwar were taken into preventive custody at the Panchkula-Chandigarh border.
Congress workers wanted to gherao the assembly complex on the opening day of its Budget Session, to protest against the alleged "failures" of BJP-led Haryana government.
"The Manohar Lal Khattar government in Haryana has completely failed on all fronts. There is a complete failure of law and order and there is resentment among businessmen and youth against the BJP government," Tanwar alleged while talking to the media.
Tanwar and other Congress workers were later let off.

The state Congress chief today started the 'Haryana Bachao-Parivartan Lao Cycle Yatra' from Kalka in Panchkula district.
Tanwar had announced to take out the cycle rally across the state to expose the alleged "misdeeds and failure" of the BJP government.
"Haryana Bachao-Privartan Lao Cycle Yatra will become a people's movement against the misrule of the BJP government. It will also strengthen the Congress in all the 90 assembly constituencies," he said.
