Governor Solanki also said the state government is "committed to nurturing the right environment for actualising the decisive mandate of the people" and ensuring social equity through equitable distribution of resources, transparency in governance, zero tolerance to graft, and balanced growth of all parts of the State.
Addressing members of the State Assembly on the opening day of the Budget Session here, the Governor said the government has taken steps to bring "total transparency in its working and has declared zero tolerance for corruption".
He said the government is also committed to improve irrigation in the water-deficit southern Haryana.
Solanki said a new industrial policy would also be brought in to give labour-intensive manufacturing a decisive push in the spirit of "Make in India".

Besides, the government would make farming a profitable proposition, reverse the downward spiral in child sex-ratio, and ensure that the poor and needy get their due.
"A new joint venture company with Uttar Pradesh Government has been incorporated for developing Kalyanpur- Badalpara coal block in Jharkhand, with the help of which another supercritical 800-MW plant will be set up at Yamuna Nagar in due course," he said.
Solanki also said the government would avail new technology to improve citizen service, attract investment, create employment, bridge the digital divide and transform the state into a digitally-empowered society and a knowledge- economy.
"The government is building up a State Resident Database (SRDB) to interface with departmental IT applications and Aadhar database. The SRDB will provide for convergence of data from multiple databases of various departments including UID database. The geo-spatial layer will enable the State to index identities and properties of the citizens," he said.
The government will also extend the benefits of digital infrastructure to each citizen by laying National Optical Fibre Network throughout the state. About 4,000 villages shall be connected with 100 MBPS Internet connectivity by September 2015, he said.
