The HSA said that the FIR was submitted after the student leaders conducted on-the-spot verification of the works done at North Tinghmun village where projects worth Rs 15,76,132 were executed.
"In some cases the villagers did not know the works were executed while many works, reported as completed, were not found," the HSA said, adding that they found only Rs.2.60 lakh was disbursed to the contractors.
The SHDC was set up in the wake of the accord signed between the state government and the erstwhile underground Hmar People's Convention (HPC) in 1994 in the Hmar community concentrated area in the north eastern part of the state adjoining Manipur.
