"These four outlets have not paid their dues to the department. They have violated the rules and regulations and also did not respond to the department's notice served to them," HUDA administrator Praveen Kumar said.
Meanwhile, BJP secretary and a contender for Gurgaon Lok Sabha seat Sudha Yadav, whose petrol pump is among the four outlets sealed, termed the action as "arbitrary and biased".
"HUDA resorted to pick and choose. Its action was biased and arbitrary...All petrol pumps in Haryana are violating the HUDA's self-imposed new guidelines for rent," said Yadav, who was allotted her outlet in 2005 by Hindustan Petroleum under 'Kargil Shaheed Category' after her husband died on border.
Yadav, who had won Lok Sabha election in 1999, alleged the action was initiated by the Congress-ruled government to "harass" her.
Denying the charges, Kumar said the department had not done any biased action by sealing Yadav's and other three outlets.
