HUPA min calls employers' meet to assess future manpower needs

With a view to ensuring jobs for youths through skill training, the Housing and Urban Poverty Alleviation Ministry will be meeting entrepreneurs to assess the future requirement of skilled manpower in the country.
The ministry has convened a meeting of leading employers here on Oct. 20 for assessing their skilled manpower requirements before undertaking the necessary skill development programmes for the urban poor under the Deen Dayal Antyodaya Yojana (DAY), said a senior ministry official.
About 100 leading employers are expected to attend the meeting, covering diverse industries like automobiles and auto services, construction and infrastructure, electronics and electronic services, healthcare, ITES/BPO, retail, food processing, transport and logistics, facilities management, HR management, tourism and hospitality, the official said.
Industry associations,too, have been invited for the Round Table Conference, he said.
Skill development, a pet project of Prime Minister Narendra Modi, aims to equip youths with job skills so that they can be gainfully employed.
The Centre had on Sept. 25 this year announced the launch of the DAY endeavour. Under DAY, the HUPA ministry intends to undertake skill development of five lakh urban poor every year based on identified market needs.

The government would be footing a bill of up to Rs 15,000 per person under the 'Employment Through Skills Training and Placement' (EST&P) component of DAY.
The first phase of DAY in urban areas is to be implemented up to 2016-17.
The meeting with leading employers, particularly in the manpower intensive sectors, will help to identify the different kinds of skills required by the different industries, both qualitatively and quantitatively.
Following the consultation, the ministry would in association with the states plan training and skill development programmes across the country.
For effective and time-bound execution of quality training programmes, the ministry has signed a Memorandum of Undertaking (MoU) with the National Skill Development Corporation (NSDC).
As per the MoU, NSDC will assist in the training of urban poor as per market needs through its 90 Training Partners and 2,200 Training Centres in the country. It will also help in the identification of beneficiaries and the certification of training programmes through 31 Sector Skill Councils (SSCs).
SSCs are industry-led bodies that define the Occupation Standards and Curriculum for different training programmes.
For the National Urban Livelihoods Mission (NULM), started in Sept. 2013, a provision of Rs 6,600 crore has been made under the 12th Five Year Plan. Most of this allocation has to be utilised during 2014-17.
For 2014-15, an expenditure of Rs 1,000 crore is targeted out of which Rs 500 crore is for skill upgrade.
