The outfit filed a petition before the rights body demanding that the accused be dismissed from the services, arrested and prosecuted in a civilian court.
"We have filed a petition for taking cognizance into the matter with the prayer to take necessary action against the Central Reserve Police Force (CRPF) personnel," the outfit said in a statement.
Hurriyat claimed that the unfortunate incident of firing has triggered resentment in the entire Valley with the locals alleging that the CRPF opened fire on youth without any provocation.
It said "although it appears that an FIR has been registered under section 302 of Ranbir Penal Code, there is a set procedure that parallel proceedings can be initiated simultaneously."

"The investigation into the matter is going on by the police, but under law, the petitioner is not barred from filing the instant petition or complaint and there is the set procedure that parallel proceedings can be initiated simultaneously on the basis of complaint of facts and police investigation," the statement said.
"Despite repeated pleas for revocation of AFSPA by the Kashmiri people, the Centre and so-called state government is not ready to repeal it," he said.
