Madasari Rashed Masaaod Rashid, the accused, came to Hyderabad on a tourist visa on April 5, married a 14-year-old girl on April 9 and a 15-year-old girl on April 15, Deputy Commissioner of Police Sarvashresth Tripathi said.
In the first case, he had paid Rs 60,000 to the girl's mother through two 'brokers'. However, the girl managed to escape, the officer said.
The two brokers thereafter arranged another marriage for him, where he paid Rs 80,000 to the girl's mother.
Police were probing if Rashid had married other girls in this way earlier, Tripathi said.
Eleven others, including two qazis (who perform the marriage rituals) and some women who acted as go-between were also arrested, the DCP said.
