The proposed high-level committee, which will also formulate appropriate modalities for enforcing quota system in private sector, is among several suggestions the party accepted after consultations with the people.
Under its Open Manifesto Process, Congress consulted with all stakeholders and incorporated some of their suggestions on various issues in the Suggested Policies and Programmes for Consideration of Congress Government (2014-2019).
The suggested policies and programmes have now been added to the Manifesto section on the party website, Congress spokesman Randeep Surjewala said.
Besides, it wanted earmarking of 4.5 per cent reservation for backward Muslims in the existing OBC quota.

For students, it has pitched for framing a model law against ragging and discrimination in education institutes.
The party has also favoured a National Land Reforms Policy to ensure effective implementation of land reforms intended for landless SC/ST households.
It said that the policy should have a provision of title-deeds to women to enhance their access to cultivable land with irrigation facilities.
Besides, it called for ensuring their adequate representation in appointments to the posts of Governor, Chairmen of various corporation and Commissions as well as ensure their elevation to the posts of chairman of PSUs and Secretary level posts in the government.
It has also called for strengthening the Unorganised Workers' Social Security Act, 2008 and ensuring its effective implementation.
Provision for special incentives to private companies who employ a significant number of persons with disabilities is also among the suggestions.
