The Jammu and Kashmir National Panthers Party (JKNPP) today sought initiation of contempt against state ministers for flaying Supreme Court's verdict banning public advertisements containing photos of political figures apart from the President, Prime Minister and Chief Justice of India.
"We seek initiation of contempt as well as other legal proceedings against delinquent ministers of Jammu and Kashmir besides recovery of misappropriated funds used by them in the form of media publicity, against the SC verdict that has banned the use of political figures in public advertisements," JKNPP Chairman Harsh Dev Singh told reporters here.
Flaying the ministers for installing huge cut-outs and larger than life hoardings at various locations in the city and elsewhere at public expense, Singh called upon the Governor and Chief Secretary to take due cognizance of the blatant act.
"We invite the attention of the Governor and Chief Secretary towards the blatant circumvention of the SC directions," he said.
Pointing towards the recent order of the Supreme Court banning advertisements containing photos of Chief Minister, Union Ministers, state ministers and functionaries of ruling political parties, the leader claimed that the J&K ministers are still getting their hoardings erected at primary locations besides giving photo advertisements in media at state expense.
"It constitutes not only loot and plunder of the public exchequer but is violative of Supreme Court orders necessitating penal action against all such ministers," he said.
Hailing the apex court's directions on the issue, Singh noted that politicians' photographs in government sponsored advertisements have been rightly forbidden in view of their promotion of personality cult at tax payers' expense.
Expressing grave concern over the reckless spending of public money for self promotions by ministers, the leader said that the installation of ministers' hoardings at government expense was not only "contravention of SC orders but also violated section 115 and section 116 of Municipal Corporation Act.
