The National Investigation Agency (NIA) said ISI wanted to fully control the activities of IM operatives so that members of the terror group worked on its instruction.
"Investigation has established that Pakistani agency ISI has been regularly funding the IM operatives. The ISI wants to fully control the activities of IM operatives and wants to ensure that they work totally on its directions in the interest of Pakistan," NIA said in its charge sheet.
"Of late, since IM operatives are now more ideologically inclined towards the views of international terrorist organisations like the Al Qaeda, they have internally started resenting the total ISI control and are making efforts to intensify the war waged against India with the assistance of international terrorist organisations," it said.
NIA further said that according to chats between Yasin and Riyaz Bhatkal, other IM top operative who is allegedly based in Pakistan, on April 15 last year, it has emerged that after July 13, 2011 Mumbai blasts, the ISI had "almost arrested" them.
