"Delhi has a peculiar condition where the state does not have control over police which rests with the central government," Kumar told reporters after 'Janata Darbar' here.
"In such a special condition it depends on the wisdom of a chief minister how to act or what decision to take ... Kejriwal is competent to take a decision," he said.
In an unprecedented face-off with the Centre, Kejriwal today began a dharna in the heart of the national capital, calling himself an "anarchist" and asked "honest" Delhi Police officials to take leave and join his protest demanding action against some of their colleagues.
