However, Waring was not in the car at the time of the incident as he is away in Mumbai.
His driver was driving the Sports Utility Vehicle (SUV) when the accident occurred near Doda village in Gidderbaha constituency, police said.
The 12-year-old boy was rushed to the hospital by the driver of the car but he could not be saved.
Waring said it's an unfortunate incident.
"We have offered the deceased family that if they want any sort of action against the driver they may go for it. But the family refused to do so," he said.
No case had been registered in this connection.
