The function was presided over by Ghulam Ahmed Mir, President PCC and attended by functionaries and senior leaders of the party. Several senior leaders of the Pradesh Congress Committee participated in the event.
Speaking on the occasion, Mir described Rajiv Gandhi as the architect of Panchayati Raj System in the country.
"He fulfilled the dreams of great leaders like Mahatma Gandhi to devolve powers of planning and development to the grassroots institutions of democracy, so that people shape their own destiny as per their needs. He translated the concept of participatory democracy at the grassroots level," Mir said.
