"The new recruitment policy is a cruel joke with the educated unemployed youth of the state and has nothing new to offer them," Tarigami said in a statement.
A recruitment policy should have provisions for creation of jobs under various categories in all government departments and Public Sector Units in the state, he said.
"Government initiatives for tackling unemployment problem from time to time have failed due to inherent loopholes and under such circumstances the new recruitment policy is another blow to the job aspiring educated youth, who were already disillusioned," Tarigami said.
The MLA from Kulgam called for a comprehensive employment policy where under identification of vacancies and their subsequent referral to the recruiting agencies for selection is ensured on fast track basis.

Stating that the rate of growth of employment has declined from 2.7 per cent in 2000-05 to an alarming low of 0.8 per cent in 2009-10 nationally, Tarigami demanded removal of ban on recruitment in central government departments, enhancement in unemployment allowance, modernisation of district level employment offices and enhancement of financial support for self-employment schemes, self-help groups and small enterprises.
"The government must make all the recruiting agencies functional and refer posts lying vacant in government departments so that the educated unemployed youth are adjusted without any delay," he said.
