Arshad has been replaced by Shridhar Patil, an IPS officer of 2010. Patil was earlier posted as SP Awantipura from where he was shifted within four months and posted in Railways.
Arshad, a 1999 batch officer of Kashmir Police Services, has been posted as Commandant of 19th battalion of Indian Reserve Police at Kathua in Jammu.
He was made incharge of anti-militancy operations at the Srinagar headquarters in 2005 during which he busted many modules of Lashker-e-Taiba and Hizbul Mujahideen terror groups.
After remaining in anti-militancy cell for five years, Arshad was shifted to various districts like Awantipora, Budgam, Kupwara and finally to Kulgam where he acted a bridge between the administration and people and he was known for his people-friendly approach.

During the present crisis, Arshad had been holding the fort in Kulgam and not allowed any law and order situation within the town. However, people from neighbouring Shopian and Anantnag had held protests in the outskirts of his district resulting in few deaths.
Farooq Ahmad Hakeem has been appointed as principal of Sheeri training institute, while Aijaz Ahmed, Dawood Ayoub, Mohammad Yousif were appointed as Additional Superintendents of Police in Kulgam, Bandipora and Rajouri respectively.
