The Jat leader was allegedly attacked when he was addressing a meeting at the village for a August 27 rally in Jhajjar, the police had said.
"It was pre-planned to disturb the meeting and attack supporters at the instance of a leader in the Haryana government," he alleged.
Though a large number of police personnel were deployed at the spot, they "failed" to take any action against the perpetrators, he alleged.
"This shows that there was involvement of the government for attacking the Samiti's office-bearers and their supporters," the Jat leader said.
