The committee was set up to probe the acts of omission and commission on part of civil administration and police officers during the agitation that took place in February.
Officials sources today said the committee is likely to submit its report to the state government on May 13. They added the committee has pointed "negligence" on part of certain officials and "concerted efforts" to control the situation by others.
Singh is understood to have done a thorough study of existing structures, procedures and systems for maintenance of law and order in the state and suggested some necessary improvements to prevent recurrence of such incidents in future.
Singh, a former police officer, was a member of the National Security Advisory Board during 2013-14 and is regarded as one of the foremost experts of the country on internal security.
Meanwhile, an all women Special Investigation Team (SIT) is probing the alleged incidents of rapes during the Jat agitation at Murthal under the supervision of court.
