The three bills, the Protection of Manipur People Bill, 2015, the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and Manipur Shops and Establishments (Second Amendment) Bill, 2015 would not affect the rights of the tribal people, but would protect them, Ratan told reporters.
The present movement launched by the tribal people in Manipur was due to a communication gap, misunderstanding and misinterpretation of the bills passed by state legislative Assembly on August 31 to protect the indigenous people of Manipur, he said.
During the two-month long Inner Line Permit System movement in Manipur, none of the outsiders was harassed or driven back from Manipur, he said.
"We don't restrict entry of any outsider including foreigners, but only asked them to take a pass while entering the state," Ratan added.
