Union Minister for Road Transport and Highways Oscar Fernandes said the scheme was aimed at bringing down rate of deaths in road accidents.
This will provide medical help within the crucial time period in case of an accident, he said.
Ambulances will be stationed at different locations along the highway and a team of volunteers will reach the accident site to provide first aid to victims.
51 hospitals have been identified for the scheme under which the ministry will take care of the victim for the first 48 hours and will spend a maximum of Rs 30,000.
