The aim of the pre-budget conference was to give rights to the people as per Constitution, Das said while addressing the divisional- conference here, an official release said.
Saying that the day is historic as it's the birthday of Dr Rajendra Prasad and Albert Ekka's martyrdom, Das said the state's priority was peace and political hooliganism must end.
Das said villages are victim of backwardness as out of 68 lakh households, only 38 lakh have electricity and the government's commitment was to provide power to the rest households, besides eradicating poverty.
Out of 40,000 schools, only 10,000 schools have bench/desk, he said adding arrangements were being made to supply furniture to the remaining ones.

Another aim, he said, was to make women skilled with strengthening of 'sakhi mandals' and then train them to make blankets, sheets, towels, for which designers' assistance would be taken, he said.
Das announced to provide bus facilities to universities and said science students would be given basic medical course so that the villagers get first aid.
Within the next two years, every district would get nursing and B.Ed colleges.
Dharmashalas would be constructed in Deoghar and Basukinathdham to promote tourism, Das said.
