"It was noticed that liability of Rs 110.82 crore in respect of 1328 works was created by the PWD," a CAG report said.
Of these, 890 works with Rs 89.60 crore were carried out without approvals in Jammu region and 438 works worth Rs 21.66 crore were executed without approvals in Kashmir region, it said.
The PWD (Jammu) Chief Engineer stated in October 2010 that the schemes were mostly executed unapproved and had been taken up on the directions of concerned ministers, MPs and MLAs.
This was in violation of financial code which prohibits taking up of works without ensuring availability of funds, the CAG report said.
The works taken up as such dents the target laid down in project plan and annual action plans, it said.
Pulling up the government for surrender of funds, it said it was noticed that Chief Engineer Project Organisation, Mughal Road Project, surrendered Rs 221.28 crore, 36 per cent out of Rs 612.65 crore released during 2006-11.

Further Rs 27.70 crore were surrendered during year 2008-09 to 2010-11 by three divisions, the report said adding the surrender of funds indicated poor financial management. PTI AB KAS RKC
