"The commission headed by Justice (Retired) BD Agarwal, a retired Judge of Gauhati High Court was formed on September 25," an official release said.
The Commission is constituted to enquire the circumstances leading to the killing of Basumatary allegedly by NDFB extremists on August 20 in Chirang district, it added.
The commission will also look into whether there was any inaction on the part of police administration and district administration.
"The commission will also suggest measures so that such incidents can be prevented in future," the statement said adding that the report would be submitted within three months.
Following this, a group of NDFB(S) militants came to the village in the same evening from the adjoining dense jungles of Chirang Reserve Forest and dragged out Basumatary from her house and shot her dead in front of her parents and villagers.
Next day, NDFB(S) released a video to local electronic media and said that they had killed the girl for being "an informer and our five members were not killed by the Army but members of NDFB (Daimary) group".
