The report of the Reghupathi Commission which was set by the government to probe the building collapse at Moulivakkarn near here, in which 61 people lost lost their lives in June last year, was tabled in the Assembly today.
In its report, the Commission has recommended reconstitution of the Chennai Metropolitan Development Authority (CMDA) by forming a committee.
"The CMDA itself can be reconstituted at the foundation level by forming a committee consisting of a technical officer of the CMDA, a law officer and experts in soil investigation, foundation design and structural engineering to compulsorily superintend and oversee all (such) mega projects", the report said.
"Having regard to the complaint, many similar constructions continue without any check, it is seriously suggested that a Special Squad may immediately be formed to check up primarily all mega projects taking place in and around city limits so that recurrence of any bad happening can be immediately stopped", it said.

On its proposal for setting up the Committee by CMDA, the report recommended that the Committee inspect an under construction building site at all crucial stages including earth work for foundation, foundation concerting, laying the roof of basement floor and laying the roof at each floor level.
The report also recommended the sensitisation of vigilance department through a special unit to "exclusively" deal with any "hidden" or "underground" transactions.
Chief Secretary K Gnanadesikan in a note has said the delay for tabling the report, prepared exactly a year ago, was due to "administrative reasons".
