"The government of National Capital Territory Delhi (GNCTD) and Delhi Police should try to sort out their differences and will be filing a joint response," a bench headed by Justice S Ravindra Bhat said.
"Nobody can have a rigid stand. These (observation homes) are not regular institutions like Tihar. The Department of Women and Child Development is facing a severe staff crunch," the court said and fixed the matter for hearing on May 19.
Earlier, the bench had asked the city police to set up a special unit to tackle emergent as well as other safety and security situations arising in observation homes.
The bench had not concurred with the proposal of Delhi Police that the command room, headed by an Assistant Commissioner of Police, is equipped to tackle the situations arising in observation homes.
