Bedi "is a bold person and had established a name by her capacity and capability," he told reporters here.
He said Puducherry needed such as an officer at a time when there had been a debate over the law and order situation in the Union territory
Bedi will be sworn in the Lt Governor on May 29.
Lt General (retired) A K Singh, Lt Governor of Andaman and Nicobar Islands, is holding the post in Puducherry since July 2014 as additional charge.
