'Delay' in allocation of the National Disaster Relief Fund and release of 14th Finance Commission grant to Karnataka have been cited among the reasons for additional spending of its own resources in the Mid Year Review of state finances tabled in the assembly Thursday.
The report also expressed concern over decreasing trend in central receipts for many centrally-sponsored schemes.
The state has also sought additional funds through supplementary estimates for an amount of Rs 6,981 crore to meet the additional expenditure.
Karnataka had not yet received expected allocation from the Centre under the NDRF, resulting in additional spending from the states own resources for drought relief, The Fiscal Management Review Committee headed by Chief Secretary said in the review.
Several parts of the state, especially in northern Karnataka, have been affected by drought conditions.
The committee mentioned about delayed release of 14th Finance Commission grant to Panchayat Raj institutions and urban local bodies, and observed this would have adverse impact on the programmes being taken up under the schemes.

It has been decided to instruct the concerned departments to take this up with the central government to ensure timely release of remaining allocations for 2018-19, it added.
The committee noted that the decreasing trends of central receipts in case of many centrally sponsored schemes had been a cause of concern for the state government.
In schemes like the National Horticulture Mission, Rashtriya Krishi Vikas Yojana, Rashtriya Madhyamik Shiksha Abhiyan, Pradhan Mantri Awaz Yojana, Sarava Shikshna Abhiyan, Swachh Bharat Mission, the state had received less than 1/3rd of the estimated receipts so far, it said.
This had resulted in additional spending of states own resources in order to meet the commitments of the scheme, it said adding respective administrative departments had been instructed to regularly follow up with the Centre.
The supplementary estimates that was also tabled in the assembly Thursday notes requirement of Rs 1,850 crore for paying the pending bills under the public works department (PWD) and another Rs 1,800 crore towards the farm loan waiver scheme for co-operative banks under the co-operation department.
