Basu, currently Senior Vice President and Chief Economist of World Bank, has himself admitted to having "used, criticised, valued and debated the Doing Business report," as an independent researcher initially and later as Chief Economic Adviser to the Indian government.
"...Unaware that I would be at the World Bank one day and hence be shifted from the side of the consumer to that of the manufacturer of this product," Basu has written in his foreword to the 'Doing Business 2015' report.
Basu was appointed to his current position at the World Bank in September 2012.
In the latest report, India has been ranked at the 142nd position among 189 countries and the list is topped by Singapore.
India's ranking has slipped from 140th spot last year and the fall is mainly because other nations performed much better. The country's place originally stood at 134 last year, but was adjusted to 140 by the Bank to account for fresh data.
