Rao did not name any outfit, but he was apparently referring to the Congress and the BJP, the two major parties in the country.
He said the water available in the country is not being utilised properly.
"God, the nature has given 70,000 TMC of water to our India. What is being used is only 24,000- 25,000 TMC. These two national parties should bow their heads in shame," he said, addressing a public meeting at Adilabad.
Rao, who criticised the two major parties yesterday over farmer issues yesterday also, asked what did they do for cultivators since Independence.

He asked why a higher amount, compared to what is presently being given, is not paid as minimum support price (MSP) to farmers.
"I warn from the land of Adilabad that it is not good for the parties who rule national politics to test the patience of farmers," he said.
"With in one-and-a-half half, in this Telangana state, one crore acres are going to get water," he said.
Both the Centre and Telangana government have stake in the company.
"If the Centre wants to withdraw its share, we will send them their share of money. We will own it 100 per cent. The question of privatising Singareni does not arise. This is a policy decision," he said.
