"Financial crisis is so severe that the government opens the treasury only for day to day works', Opposition leader in the kerala assembly Ramesh Chennithala told reporters here.
He also said welfare pension arrears amounted to Rs 1,600 crore.
Chennithala alleged that the state government's efforts to trace the fishermen, missing in the aftermath of cyclone Ockhi was proceeding very slowly.
The government mechanism was insufficient to trace and recover bodies floating in the high seas, he said.
The Ockhi cyclone has to be declared as a national disaster', he added.
He demanded that the state government hold discussions with community leaders to review the relief package announced for victims of the cyclone.
