"One person was detained and brought to the police while he was roaming in Katra last night", a police officer said.
He was identified as Ali of Kerala, police said, adding upon verification he was found to be mentally unstable.
According to some media reports, he had raised some "objectionable slogans" at a bus stand in Katra.
