Rabb said the model will help provide quality education to all sections of the society. As part of it, an academic city would be set up in the state similar to the one in Dubai.
The details of the project would be finalised in the global education meet to be held in Kochi in November this year.
He was speaking after inaugurating the state level "Prevesanolsavam" at a government upper primary school at Kambalakkad in Wayanad district.
Printing of nearly 80 per cent of text books to schools of the state have been completed and the remaining textbooks would be printed and supplied in one month, he said.
