The memorandum, to be prepared by officials concerned and experts, would be submitted to the experts panel of the Centre on the Western Ghats, which had agreed to hear the views of various states, Information Minister K C Joseph told reporters here.
Opposing some of the recommendations of the Gadgil Committee, which calls for stoppage of human activities in vulnerable areas of the Western Ghats and its buffer zones, the state Government had urged the Centre that its views should be heard before implementing the report.
Kerala fears implementation of the report would lead to displacement of a large number of small and marginal farmers, living for generations in the upland districts like Idukki and Wayand districts.
The state is also concerned about the implications of the report on the pilgrimage to Sabarimala temple, situated on the buffer zone of Periyar Tiger Reserve.
Recently, the Catholic church in Kerala had slammed the Gadgil report through a Pastoral Letter read out in churches in Idukki district expressing fears that its implementation would lead to large scale displacement of people in the high range areas settled by small and marginal farmers.
