Based upon a review of the Administrative Record and in consultation with the Attorney General and the Treasury Secretary, Kerry in a federal notification concluded that the "circumstances that were the basis for designating HuJI as a Foreign Terrorist Organisation have not changed".
As such it does not warrant a revocation of the designation, Kerry said in a statement dated July 20, which was published in the Federal Register today.
On August 6, 2010, the then Secretary of State Hillary Clinton, who is now the Democratic presidential nominee, had slapped sanctions on HuJI and its leader Mohammad Ilyas Kashmir.
