A decision to this effect was taken at a meeting of the Cabinet, chaired by Chief Minister Omar Abdullah, here, an official spokesman said.
Khan is a KAS officer of 1984 batch.
The post was created to ensure smooth functioning of Panchayati Raj Institutions and coordination between grassroot -level representatives and the executive.
The Jammu and Kashmir government had announced transfer of various powers to Panchayats, election for which were held last year after a gap of more than three decades.
